University applicant numbers down by 30,000 following two major policy changes in student numbers

The decision to invoke two major policy changes to university recruitment at the same time was likely to create unpredictability in the system, says million+, which highlighted to the Business, Innovation and Skills (BIS) Select Committee that higher fees of £9,000 would challenge all universities and advised that other policies to incentivise a market in student numbers should be put on hold.
